Rose Problem: Healthy Leaves, Bad Buds #869136

The foliage on this rose plant looks healthy, but the rose buds always look like this every year. The adjacent roses seem fine. Should I just replace this one? It’s probably over 25 years old, as are its neighbors. Or is there a fix?

Thank you for your questions, Shelly.  It would be helpful to know what variety of rose you have, since some are more susceptible to certain diseases than others.  There are 41 known diseases of roses in the PNW, but none of them have symptoms exactly like this plant's.  I suggest that you send leaf samples to the OSU Plant Clinic:  https://bpp.oregonstate.edu/how-submit-plant-materials
