Hello I’ve read through a lot of your publications but having a hard time finding this answer.
I build 1’ high cedar raised beds, bottomless. Full sun on south slope 30 min north of Fairbanks. My soil is rocky and silty so raised beds are best.
I want to plant flowers or fruit that winter over. Roses, blueberries, any other ideas? This will line my driveway.
Aside from additional plant ideas how do I prepare the bed soil? I don’t have compost or manure handy . Is there a potting soil mix you recommend? Fertilizer?

Look for plants that have a cold hardiness of 1 or 2. Commercial blueberry varieties are not a good choice since they are not very hardy for your location.
Any of the commercial all purpose potting soils would work well for your raised beds. You may need to supplement your garden in late July with an all purpose water soluble fertilizer, since potting soils can begin to run out of nutrients after a couple of months.
