Hello Barbara,
I'm not sure. It's perplexing that it has so few leaves and yet it's flowering. Has there been any herbicide applications lately nearby. We've had a windy spring and drift from other properties can present problems for plants just leafing out. Other than that, it could be that our recent years of drought has had an effect on plants. It appears that some of the stems may be dead but I can't tell from the photos. You can scrape a bit of the bark off a stem and see if it's green underneath. If not, the stem (from that point out) may be dead.
I suggest watching to see if it leafs out some more. Also, make sure your shrub gets an inch of water per week whether mother nature provides or not. Ensure that the entire area around the shrub gets that inch as well. That may help it recover from any herbicide damage as well as the stress of our drought years.
