I made the mistake of planting a trumpet vine without first researching the plant. ♀️
I planted it against a fence just 8 feet from my house, and now it’s sending suckers right up against the foundation where they grow up under the siding.
On the other side of the vine, just 3 feet away is my beloved rhubarb, which we eat. So I can’t use anything that would contaminate that plant.
The yard is fully landscaped. The vine is in a mulched area, but it’s growing under our lawn, a mulched bed against the house where we have mature bushes, and under the fence. So it’s impractical to dig up the whole area to try and get to the roots.

Hello,
You can first start with pruning it all back and being very persistent in removing shoots and any new growth. You can also attempt to dig up as much as the root system as possible.
You may need to resort to herbicides however. You can apply these in very targeted applications to the fresh pruning cuts. Essentially you would "paint" the herbicide on top of each cut. You can use triclopyr ("tough brush killer") or glyphosate. Or a combination of the two.
But even this will take numerous applications and must be done persistently on each fresh cut.

Will “painting” the herbicide affect the rhubarb or nearby bushes (assuming I don’t dribble herbicide on them)?

That is correct - the herbicide will be systemically absorbed only by the plant that you're applying it to. It will not affect the rhubarb or other plants, unless you dribble on them or accidentally spray them.
