White powder on Nine Bark #868962

Hello Master Gardener, I’m seeing a white powder like substance on my Nine Bark plants. What is it? Is it going to harm my plants? Is there anything I can do to rid the plants of this? I’ve cut out some of the affected leaves, but it’s quite pervasive.

Thank you! I’m encouraged. I’ll be careful not to over-prune and I may apply a fungicide.
