Can this weeping cherry be saved? #868914

Our weeping cherry is about 10 years old. It started to have a few leaf spots that were eaten last year. This spring it was filled with more glorious blossoms than ever. Then when the leaves started coming out only some of the branches had leaves. And the leaves that came out were immediately eaten - see the holes in the leaves. We live in West Linn at about 500 feet, could it be associated with the cold winter? Or is this a bug or blight that we should be spraying? What about trimming out the dead branches? Can this tree be saved?
