Your rose may have been exposed to an herbicide. Did you or a neighbor have your lawn treated by a lawn company? If so, mist from the herbicide may have drifted over to your rose bush. Deeply water the rose bush and give it plenty of water all summer long. You can trim away the worst of the damage and your rose bush may outgrow the worst of the damage.
