What should I do with these shoots on the base of my hydrangea tree?

Hi LouAnn,

Snip off the shoots coming from the base. Also cut the tape off and pull out the pole the tree is tied too. The tape is going to gird the trunk. If you feel the need to keep the tree staked put two poles on either side of the tree ( not right up next to it).
