I’m sorry but I cannot positively identify your bamboo from the pictures although it certainly appears that it could be Yellow Groove Bamboo. However, I can make some suggestions to help you go forward.
Call your local Extension office and ask if there is anyone there who might be able to help. You may be able to take a fresh, intact specimen in for examination. Be sure to call first as agents spend a lot of time in the field. Here is the contact information for Butler county:

If that doesn’t work you may be able to submit samples to Ohio State University’s C. Wayne Ellett Plant and Pest Diagnostic Clinic. Again, call first and if they can help, be sure to follow the on-line instructions exactly. The accuracy of a diagnosis is directly dependent on the quality of the specimen so it is important to understand what they need before you act. It’s really a simple process once you’ve read and understand what you’re doing. There is a charge for this service which you will find in the on-line information.
