All the leaves on this shrub have been eating by a black insect. See picture Should I cut down and burn? Where will these insects go next?

You have viburnum leaf beetle larvae on the plant. This is the time of year they are active. The beetles have reached a size where insecticides are unlikely to provide reasonable control, since they'll pupate soon. 

No need to get ride of the plant. You have 2 options to manage this season:

- Apply a systemic insecticide after flowering
- Search for the egg masses (see above link for picture) later this season and prune out any affected twigs with eggs.

This is awesome information thank you.  As that viburnum really wasn’t productive at for 8 years and I will going to take it out.  Now it’s gone.

But I have many more viburnums on the property and will watch for this beetle.
