Can I apply 10-10-10 fertilizer to my perennial garden now, or should that have been done before the plants came up?

It is fine to apply it after the plants have come up. Scratch the dirt a bit and sprinkle on the fertilizer. Check the label for how much to add, it is usually a very small amount. It can burn your plants if you put on more than the recommended amount.
