what's destroying my tulips #868570

I have some tulips that are being attacked by something. I've had tulips for many years and this is the first time this is happening. I first noticed that the leaves of this one group of tulips were flopped over, almost laying on the ground. Upon closer inspection, there was some scaly, necrotic looking patches, and then one place where there was a double row of tiny holes. also many white spots, maybe where insect is sucking? A few bigger holes. The tulips did flower OK, but I don't think the leaves will be able to replenish the bulbs for next year. I do have pictures, but don't know how to upload them to you. Thanks for any suggestions..

It is difficult to say without seeing photos.  Your tulips bloomed well, which tells us that whatever is affecting the leaves hasn't caused significant damage.  Aphids and caterpillars can create holes in tulip leaves, and overwatered leaves will often fall to the ground.
