Boxwood leaves are turning brown and slim with flies living around them

It looks like you have some problem with boxwood leaf miners: https://www.canr.msu.edu/news/boxwood_insect_pests This link should help you. You can spray the adults now, but it will be more effective to spray next spring in April.
