Here are some shrub options that are 3ft. or less at maturity, can tolerate partial shade and are well adapted to Basalt.

• Kinnikinnick (Arctostaphylos uva-ursi) - broadleaved evergreen
• Panchito Manzanita (Arctostaphylos x coloradoensis) - broadleaved evergreen
• Three-leaf sumac (Rhus trilobata) - deciduous 
• Gro-Low fragrant sumac (Rhus aromatica 'Gro-Low') - deciduous
• Mountain lover (Paxistima myrsinites) - broadleaved evergreen
• Mountain ninebark (Physocarpus monogynus) - deciduous
• Hornibrookiana Austrian pine (Pinus nigra 'Hornibrookiana') - evergreen
• Japanese barberry (Berberis thunbergii) - deciduous
• Briggs Moonlight Daphne (Daphne x burkwoodii ‘Briggs Moonlight’) - deciduous 
• St. Mary's Broom dwarf spruce (Picea pungens 'St. Mary's Broom') - evergreen
• Little Joker Ninebark (Physocarpus opulifolius 'Hoogi021') - deciduous 
• Lemon Candy or Dart's Gold Ninebark (Physocarpus opulifolius 'Lemon Candy' or 'Dart's Gold') - deciduous

I would check at your local garden center first (e.g. Eagle Crest in El Jebel). There's also West Canyon Nursery in Glenwood Springs, Mountain View Tree Farm & Nursery in Rifle, McCoy Tree farm in McCoy, Stephen's Nursery in Dotsero, GH Daniels in Gypsum, and Garden Center of Gypsum.
