You could try weed-wacking it back low and then tarping the area but the wisteria in particular may be able to run underground and keep going at the edges.
Otherwise, you can follow the directions in the linked pages for control options, including the careful use of a non-selective systemic herbicide containing a glyphosate mixed with a sticker spreader (like Turbo) which helps it stick to the leaves.

Do you recommend Surfactant for Herbicides, Bioadvanced Brush killer or Ortho Groundclear? I'm seeking a concentrated solution I can mix with water and use in a sprayer.
