Yews turning yellow and dying #868477

Hello! We have a lot of yews in our neighborhood. Randomly, it seems, some are looking sickly and turning yellow. Sometimes it is only one or two in a hedge that are affected. It’s perplexing to me that all of the yews don’t have the same problem. Some of the affected yews have gotten new growth this year but others have not. The only thing I can see out of the ordinary are some teeny-weeny specs of black on some of their little leaves. Can you help me identify the problem?

However, they do not tolerate poorly drained soil and may suffer from winter burn. Both of which may have affected the shrubs that are in the picture.
