I have a few Hostas that are only partially or not at all coming back. It almost looks like the roots system was exposed. I’ve had them for years and this has never happened.

It is possible that the rocks are smothering your plants. Dig out whatever roots you can find and move them to a friendlier area with more soil, less rocks. Hostas are extremely hardy so this has probably been coming on for some time.
