Holes in basil seedlings #868457

I've noticed small holes in my basil seedlings. I've inspected them for aphids, flea beetles and caterpillars but haven't seen any on the leaves. The pepper seedlings are also showing a few holes. I just spread a bit of Safe Garden Snail and Slug Bait to see if that helps. Do you have any idea what might be causing the holes? Thanks

It could be Spongy Moths. They are eating various things at the moment including vegetable garden plants. You can put an insect net over things that you would like to protect.
