Hello, Many brown/yellow leaves on a mature boxwood hedge. When I shake the boxwood hedge, a lot of tiny "white" insects come flying out of the hedge.
I cut a few branches but do not see a lot of bumps or eggs inside the leafs.

Hello,
This looks as if it may be boxwood leafminer. I see some leaves with the characteristic lighter patches. You may want to consider using a pesticide to control the adult flies. The following article lists some good options for control: https://www.canr.msu.edu/news/boxwood_insect_pests
This is probably a pretty good time to use one of the sprays listed, as you have seen the flies emerging.
I hope this is helpful.
Thank you for contacting Ask Extension.
