Inedible Food Waste Processing #868441

I work for a company out of Colorado. We currently have started a pilot plant For Black soldier Fly waste management. The issue we are having is in obtaining the food waste from any source due the reluctance of spreading disease I'm assuming. We have received info stating that in order to take that type of material we have to be licensed and have a strict documentation process of where the waste is coming from. I guess my question is how does one go about receiving that certification and where can I get information on what regulation the EPA and FDA require?
