Hi,
Do you know if you already have a termite problem? Termites can thrive in mulch conditions due to the moisture levels and access to wood. If you know you have a problem with them, you can leave a barrier around your home where the mulch isn't touching the house. If you haven't had a prior issue with them, usually mulch against the house is touching a concrete foundation so it should be ok.
Some homes use a trench of gravel around the foundation in a width of about a foot or so, then start the garden bed. It is better to have plant material out of the drip line of the roof as well so they can get sufficient air flow to deter leaf diseases and also to receive enough rain water.
