Looking to find out what this is in our garden #868201

Good afternoon, we have what we can only describe as a fungus in our vegetable garden and another area we describe as a rain garden. Please find attached a picture of what it looks like when it is reconstituted after rain. When there are dry conditions the slimy looking green/brown fungus dries to crust like substance that just sits on the top of the soil until it rains again and reconstitutes. The two areas on our property where it is found can be very wet and at times have standing water for a couple days. Can you identify what it is?
