Hi Sandy,
Boy, you hit the nail on the head about the wind...it's a problem. As someone who has been trying to garden in both Hennepin and St. Louis Counties lately I know how much the wind is affecting my metro garden. You need some kind of hard structure/fencing. Don't bother using any cloth , the wind will tear it away so fast. Depending on your aesthetic needs, use what ever you can to make a loose fencing on the windward side. Look for creative ideas on the internet, there are lots.
