Considering the weather this spring (2024) when will be the best time to apply grub control to my lawn and gardens?

Our recommendation is to apply grub control at the end of May. Also, be sure you have a grub problem: lift 1 square foot of sod and count grubs. If 10 or more, then deal with them:
