Hello, Is there a way to stop the insect that is eating this rose bush without killing the it? Something I could put on the rose as an insect deterrent?

Your rose has sawfly damage. The recommended IPM strategy is to pick the larvae off by hand & drop them onto the ground or into a cup of soapy water.

The damage is almost never fatal to the plant & usually an aesthetic issue.
