Perhaps you could write back with some clarification. Are you trying to grow a 3 foot fruit tree indoors? Are you trying to start a fruit tree indoors?
Growing fruit indoors is very difficult in Minnesota because of our dry indoor air and lack of strong sunlight. Some people succeed with small citrus, such as a Meyer lemon:

As for starting a fruit tree for outdoor planting, this is best done outdoors and it is best done by purchasing a tree, since most fruit trees are grafted onto a hardy rootstock.
