Expert Response

It is an insect in  the Order Hemiptera, a true bug.  This insect doesn't bite people and is not a health threat.  My initial guess would be that it is a member of Coreidae or maybe Lygaeidae (not as likely).  It is a plant feeding insect that rarely does harm to plants it eats.  It has piercing/sucking mouthparts so any feeding it would do results in foliage discoloration or possible slight distortion of foliage or seed, depending on what it was eating.  This insect does not pose risk to health of people or plants as far as I can tell from the picture.  I would need to have the insect in hand to provide any specific details.
