Expert Response
1. A late freeze may have occurred and impacted blooms. If this is the case it should return to full bloom next season.
2. Less light on one side of the tree. If this is causing it you would need to remove whatever is shading the tree.
3. Differences in soil nutrients. With the age of the tree a soil test would be recommended. https://soiltest.cfans.umn.edu/testing-services/lawn-garden
4. There could be insects or disease impacting the health of your tree. Take a close look at the branches and leaves to see if insects or decline.
With the age of your tree I would recommend contacting a local tree care company and request an arborist evaluate. The arborist will be able to determine the health of the tree, possible causes and give recommendation on any needs the tree may have.
