Hell strip watering how to's #867594

My first question for you would be, how are the plants doing that are in the hell strip? Do they look like they are suffering - wilting, poor growth, yellow or brown leaves, etc. Or, are the plants doing well - good growth, flowering, generally healthy looking?
My second question, do you know how the public entity waters? For example, a water truck that throws gallons of water at a time, people using regular hoses and a water wand, opening fire hydrants, etc.

This is a question in preparation for the upcoming growing season. Last year, with no rain form the last week in May until July, the annuals and newly planted perennials did poorly. The entity watering for us last year and this year uses a water truck. This year there will be different individuals watering each time or each week. Our ability to instruct 1:1 on how to water hell strip plants in beds that are often crowned is nonexistent so the thought was to give them tips in writing.
This is such a difficult question because I doubt there is a way to make them change how they water because they have a lot to do in a short amount of time. Their job is about efficiency rather than efficacy.
My experience with water trucks is that the truck releases a large amount of water, flooding each area as the truck drives down the road. Some drivers will go over the areas a second time, some won't. It depends on how much time they have.
Is this what you are seeing them do? If so, you may not have any options in changing how they water the hell strips.
The other thing to consider is the quality of the soil in the hell strip. Have you done a soil test? If it's been a few years or if you've never done a soil test, you may want to consider that. This area take a beating and the soil may need amendments, such as compost, or the nutrient levels or pH may also be off.
