Skyrocket Juniper fungus #867573

Hello, I have 6 Junipers (species Scopulorum) that are showing signs of a fungal infection. It is a orange colored matte of fungus on many of the branches. They were planted 4 years ago and this is their first year showing this disease. Not sure if it is Cedar Apple Rust or something else. Please let me know if you recognize the culprit and if there is a recommended fungicide treatment. Thanks.
