I tipped my hybrid roses last fall. Because of the threat of freezing weather, I did not raise them until a couple of weeks ago. There was more than usual new growth (2-3") that is now drying out dying not showing continuing growth. The plants have small buds in other locations. Should I cut off what grew underground and is not advancing?

It is generally recommended that you wait two weeks after uncovering before taking pruning cuts of dead branches.  (This allows any fungal growth to dry up.) Then take a pruning cut on the branches.  If there is living tissue let it be.  If there is no live tissue, which I suspect is the case, cut those branches off.
