Pear tree leafing issue #867503

can you help me determine what is going on with the leave of my pear tree? it just leafed out and the leaves look like the photos I've attached. Its occurring on 85% of the leaves on the tree. The leaves are deformed, and curly, and have raised light green spots throughout the top surface of the leaf. the underside of the leaf is not smooth and it has brown spots throughout.
