Tree Blossom Stunted #867486

A tree in my backyard appears to have a grey-ish/white-ish fuzz on certain branches. Branches without the fuzz appear to be blossoming quite well while with the presence of the fuzz the blossoming is stunted. What is the fuzz on the branches and how do I get rid of it to keep the tree healthy? Any information and suggestions would be much appreciated!

It fits a description of cottony scale but the resolution of the photo isn’t high enough for an identification. A sample can be sent to the plant disease clinic for diagnosis. There are several microscopic pests that make white webbing.
