It is difficult to tell from your photo but the tips of the branches appear to have new growth. What about the tree are you concerned about? Is there decline of the branches or the trunk? Does it appear something may be damaging parts of the tree? Any information and some close ups of what is concerning you would be helpful.
The tips of the tree are a lavender color. A neighbor was concerned that it was some kind of fungus or possible needle cast and would die if not treated.

Thank you for sending additional photos of your tree. It does appear as though something is causing decline. Cytosporo Canker can impact blue spruces. It is recommended to prune out the declining branches. In addition, supply water to the tree if it is not raining an inch or so a week. The recent droughts have been hard on trees. I would recommend you contact a local tree care company and request an arborist come evaluate the tree. The arborist can give an exact diagnosis and give recommendations for next steps.
