Why are branches yellow? Getting worse

Your juniper is showing a bit of winter burn. The dead branches can be pruned off. To keep your shrub healthy make sure it gets about 5 gallons of water per week. Check to see if the soil has dried out before watering. The soil should be damp and never soggy. Foliage burn can also happen during periods of drought or very hot weather. Check often and make sure your shrub is getting enough water.
These are new plantings.  When should I fertilize?  Miracle grow okay?

That is useful information. The junipers are showing some transplant shock. They need time to grow new roots and more roots. Even shrubs given the utmost care when planted will have some damage and the root hairs are the structures on the roots that take up water. These are almost microscopic and very fragile, some damage at planting is inevitable. Fertilizer will stimulate the plant to grow upward when it should be putting its energy into roots. Don’t expect your shrubs to grow for the first two years. The third year they should put on a little growth.
