Trapping is often the most effective means at controlling localized animal problems, but it might not be effective in your case if you can't narrow down the culprit(s). From your description, it sounds like voles and/or chipmunks may be most responsible. You can try various live and/or kill traps to see if it helps. Assuming the herbivory is mostly occurring in the winter however, it may not be as effective to target them now. These issues often require multiple sustained efforts depending on the population size.
You may also consider using broad spectrum chemical deterrents; these are often marketed to repel many critters that eat garden plants. Their effectiveness is variable and often best when combined with other methods (e.g., trapping). These deterrents are typically available at garden stores and big box stores (e.g., Lowes, Home Depot).
