I have a large Chicago viburnum (arrow pod?) bush that is getting eaten by those beetles again.
Can you tell me what I can apply now and if a systemic treatment is ok, and if so when to apply it. Obviously after the flowers are gone, but not sure when to apply. I read it can prevent beetles for a year or two.
I have insecticidal soap and neem oil on hand now. Flowers still at bud stage.

Arrowwood viburnum is highly susceptible to viburnum leaf beetle feeding.
A contact insecticide with any of the following ingredients is ok to apply: acephate, bifenthrin, carbaryl, cyfluthrin, deltamethrin, lambda-cyhalothrin, and permethrin.
Systemics can control the beetle but should be applied after flowering to prevent unintentional effects on pollinators.
