My new garden bed #867213

I started a new garden bed in my back yard 2 years ago. It is ~18 feet by 12 feet. It was created using Lasagna Method. Lots of Fall leaves, refuse produce from a local grocery store (~3-4 cubic yards the first year and ~ 2 cubic yards last year ... the final contribution was in Oct 2023) and finally well agreed horse manure (~2-3 cubic yards each year). Is it too soon to plant perennial plants in this new bed?

Well done!
It is absolutely not too early to plant perennials. You might notice that with some disturbance of the ground, as you plant, that you will begin to get weeds. This would be due to a seed bank in the soil/ manure/ leaves/ produce refuse.  After you plant your perennials, I suggest you put mulch (2-3") on top, which should suppress the weeds.
