I have a brand new in the box pressure canner, but stored it in the garage during winter. I'm not sure if the freezing temperatures would have negative impacts in the accuracy of the pressure gauge.
Should it be okay to use or should I plan to bring it in for testing?

Excellent question! The dial gauge on your canner can be considered a delicate instrument and it should not be subjected to freezing temperatures. Please make an appointment at your local extension office to have your gauge tested.
