I believe that this is a perennial grass called tall fescue, but, I can not say for sure if that is the grass because your photo does not show close-up detail of the shoot. You could look at examples of clumping tall fescue shoots featured in the articles listed below. If you compare the pictures in the articles to your grass, you could confirm this identification.
Tall fescue is an older variety of fescue that is a bunch-type coarse-textured forage grass that greens up early in the spring. It can also be very noticeable in the middle of the summer when other varieties of grass go dormant from lack of water.
If you decide that the grass is tall fescue, both listed articles discuss options for removal if you wish to do so. If tall fescue is not what is growing in your lawn, please send more pictures and I will do more research.
