Poor flowering of Kwanzan cherry tree #867068

I live in the Napa Valley in Northern California and I have several varieties of ornamental cherry trees. The Kwazan tree is the oldest from 2016 and the leaves come out before any blossoms and the blossoms are only growing on the ends of the tree branches. Can you tell me why the tree is behaving this way and what I need to do to have the blossoms appear first like the other trees in my garden?
