Can the green leafs from trees that have been cut down be used for making compost? Will they add nitrogen to the compost pile?

Yes, "fresh" yard waste is perfectly fine to add to a compost pile. You can learn about ratios of "green" to "brown" compost materials in our How to Make Compost at Home web page. Nitrogen will be one nutrient source they will add to the compost, yes.
