Juniper Question #867011

What could be the cause of the discoloration in this picture circled in red? Is the white possibly new growth? I'm not sure what new growth on a juniper will look like.

I am pretty sure that is juniper resin.  It does not look like a disease. 
I would need a much closer high res picture to know for sure.
