What to do with a blank slate of mulch in a sunny area? #866903

Hello! I hope this is the right forum for a hopeless new homeowner starting with a blank slate including lots of wood chip areas that I'd like to turn into native landscaping with minimal upkeep needed.
Most of the area receives full sun year-round (northwest corner) but I also have a back area that receives little sun year round (south facing but backed up against the forest). I like the idea of doing mixed landscaping with flowers and bushes but would like to keep it as native as much as possible. Right now I have a large hydrangea bush and some creeping vine along the bottom, but that's about it. I am also a fan of roses but not sure how they will do in a coastal climate on a hill!
If this isn't the right place for personalized questions like this, I'd appreciate any suggestions on resources/local individuals to consult about this matter. I want to make sure I do it right!
