It is difficult to tell from your photos if this is the rose rosette on you plant.  I am attaching an excellent source with very descriptive photos of what you should look for on you rose.  It also tells you exactly how careful you need to be while removing the disease plant.  I hope you do not have this, since it can spread quickly.  Good luck and thank you for contacting Ask an Expert.
