Need help to identify this wormlike critter in my lawn #866881

I live in Coburg in Lane County and am trying to reseed my lawn. My existing lawn was dying off in patches and I also had crabgrass taking over so I killed it all with round up and am attempting to reseed with a mix or rye and fescue. My seedlings seem to sprout like normal, but are soon killed off or eaten by something. I have lots of wormlike insects and have assumed them to be crane fly larvae. Can someone help to identify them. see the pictures. I have applied several doses of Sevin to the lawn but these worm like critters keep persisting. Any recommendations?

Here is the latest information on this pest. Please note that all the pesticides require care for the applicator. Never use any without carefully reading and following the instructions. Wet conditions favor them.
