It looks like shot hole disease caused by wet and humid weather beginning in the spring and continuing throughout the summer. We did have a lot of rain. It is a fungal disease and not caused by insects. You can try spraying a fungicide such as chlorothalonil. You will need to repeat spraying now and then. Follow the instructions on the label. If you only see a few leaves, pick them off and throw in the trash. Watering from the ground instead of overhead will also help or at least water in the mornings so leaves have a chance to dry out before nightfall. Rake out any leaves you see that fall on the ground and dispose of them. It may be too late this year to stop the spread. Next spring begin spraying a fungicide just as the new leaves start to break out. That will give you a head start on getting it under control before it spreads. Shot hole doesn’t look very nice, but it will not kill your laurel.
