That will work if (1) both samples fit comfortably in the envelope and (2) it is clear which submittal form goes with which plastic sample bag. Make sure the sample bags are filled completely, but loosely (i.e., not underfilled, but not compressed in either). If those criteria are met, I don't see a problem with it, and it will ensure that both samples arrive at the lab at the same time.
