The bottom branches are not dead but the have not leafed out. Can you give me an idea what is wrong? Is it beyond help?

The bottom branches are not dead but the have not leafed out. Can you give me an idea what is wrong? Is it beyond help?

Japanese maples will sometimes have problems producing leaves in the spring. I would look at the buds on these twigs. They can get winter damage and not sprout in the spring. Secondary buds will develop, but will often take a long time to sprout. Right now, it is just patience. If the twigs are alive, the will eventually sprout new leaves.
