I recommend a soil test. If you have been fertilizing, there may be too much nitrogen. Nitrogen will give you beautiful lush green growth, but all the energy goes into the the plant growth and not the flower production.
Starting with a soil test is the first step in determining what your Hydrangea needs, or doesn't need.
